Milt Hallman Memorial Park is primarily a stormwater retention pond. But, there is a small parking area off 10th street for those who wish to do some bird watching.

In 1960, Milt began his career with Russell & Axon Consulting Engineers as a draftsman quickly climbing the ladder up to the position of senior vice president, a position he held for over 20 of his 32 years with Russell & Axon. From 1994 to 2006 he served as the director of Public Works for the city of Holly Hill, overseeing the renovation of Holly Hill's stormwater drainage systems, the storm recovery and debris removal from the area's many recent hurricanes, and the creation and implementation of a 5-year plan for sidewalks and street improvements for the city. One of his final acts was overseeing the construction of the pool and gymnasium complex for Holly Hill (YMCA). Milt Hallman passed away, on March 10, 2006,
